A scalable platform for tracking and reporting educator professional development
Educator Passport is a mobile and web-based solution helping TAFEs and training organisations plan, deliver and report on educator professional development. Launched in 2018 and significantly expanded in 2024, the app was developed by Wave Digital in partnership with Chisholm Institute. It is now used by the majority of TAFEs in Victoria. Recent enhancements – including a new vocational competency tracking feature and single sign-on – have enabled adoption by more institutions and supported broader state workforce planning.

In 2018, Chisholm Institute’s Professional Educator College partnered with Wave Digital to deliver a digital platform to support these goals. The outcome was Educator Passport – a mobile app for educators and a web app for administrators.
The solution
Educator Passport is a flexible, centralised platform for managing educator capability development. Available to all Victorian TAFE providers, it is now used nationally by institutions including:

The app supports quality education delivery by giving institutions a clearer picture of their workforce capability – and ensuring compliance with regulatory and audit requirements.
Growing with Victoria’s education workforce
In 2024 and 2025, we worked with Chisholm to deliver a major product expansion that supported broader adoption and enhanced insight into vocational competencies. This included:
This project formed part of the Department of Education’s broader push to modernise workforce capability management across the vocational education sector. Over 4,500 Educator Passports have now been created, with more than 1,000 educators added each year.

Chisholm first approached Wave Digital in 2018 with wireframes for a mobile app for educators. The aim was to make it as easy as possible for educators to work towards their ‘passport’, including push notifications to keep them on track. Through a collaborative discovery process, we recommended expanding the product to include a web-based admin portal to fully meet Chisholm’s requirements.
In 2020, Chisholm approached us to create a responsive web app for educators that would complement the mobile app and meet Chisholm’s digital access policies. This early strategic thinking and iteration laid the foundation for the platform’s expansion in 2024.
Today, the platform is comprised of 2 web apps – one for educators and another for administrators, supervisors and managers. In planning the vocational competency mapping module, we facilitated workshops with educators, administrators, and executives to understand current manual workflows, evidence-gathering pain points and audit challenges.
Rather than simply digitising existing processes, we identified opportunities to streamline them. This included aligning the solution with regulatory obligations while improving ease of use for frontline teams.
We also supported procurement and security assurance processes critical for public sector buyers. This included helping Chisholm respond to security questionnaires and undertake relevant testing – a vital step in meeting institutional and departmental risk and privacy standards.
The mobile app for educators was phased out in 2024, as the desktop version offers greater speed and efficiency for completing the new vocational competency mapping module. This includes locating and uploading documents, as well as providing detailed written information about the units they teach. Many educators complete the module for a substantial number of units – often more than 30 – making the desktop application the preferred and most effective option.
Educator Passport has always been designed to meet the needs of multiple user groups. In 2018, this meant balancing the goals of educators, supervisors and administrators in a single, cohesive experience.
In 2024, we revisited the design with a focus on administrative functionality – especially for vocational competency tracking. Prototyping and co-design workshops ensured that stakeholder insights were reflected in the solution.
Flexibility remained a central design principle. With the app now used by multiple institutions – each with unique programs, audit processes and reporting needs – the interface was designed to allow institutions to easily adapt and scale the platform for their context.
We built the initial mobile app using React Native to allow concurrent delivery for iPhone and Android users. The web app for educators was developed in React to maximise flexibility and allow for future expansion.

Educator Passport now supports a growing network of institutions across Victoria and beyond. The app offers a consistent, reliable way to manage educator development in line with both internal needs and regulatory requirements.
